Toggle the 3-panel footer

This function hides the 3-panel footer at the bottom of the wiki, allowing you to show/hide it with a little link at the very bottom of the page.

NOTE: If you want to hide it permanently, there's CSS. WHAT CSS...I'm not gonna tell you here.
